With reference to your letter E.18676 of 2nd September last, am commanded by My Lords Commissioners of the Admiralty to acquaint you that they note that certificates of Signalling awarded to Officers of the British Mercantile Marine at Hong-Kong after examination by a Naval Officer will be accepted as showing that the candidate has passed the Board of Trade voluntary examination in Signalling, referred to in Board of Trade Circular 1417, provided that the proper

standard is maintained and that the certificate is signed by the Signalling Officer and Captain of H.M.Ship conducting the examination. It is also noted that in such cases the fee of $10 will be waived.

2- My Lords have informed the Commander-in-Chief, China, accordingly,

and have directed that such examinations should in all cases be conducted by a Commissioned Officer. It is presumed that the Board of Trade will take steps to bring this arrangement to the notice of the Lercantile Marine at Hong-Kong. A Naval Signal Petty Officer will shortly be appointed on the Staff of the Senior Intelli- gence Officer at Hong-Kong to give courses of instruction in Signalling on board such British Lerchant Ships as may desire such instruction.
